i think it's the latter. :-) but if you think about it, admission of guilt is in some way a manifestation of honor (whatever is left of it). also, iniisip ko kasi, if he is really a power-hungry person (so hungry that he has the guts to cheat in a national elections), he can fight the protest until his term expires... but he did not. :-)
